Two Early 1990s Latvia covers stationery [L.154]

Description

Two interesting 1990s Latvia covers.  Both stationery items;onewith surcharge sent to Germany; the other with pictorial stationery and two overprinted stamps (appear to be Scott 329).  The stationery is beyond the scope of Scott; interesting postal history items from this still-turbulent period.
